Consulting and contract R&D at the intersection of AI, public safety, and sovereign infrastructure — from the edge of a single sensor to the intelligence of a fully agentic workflow.
Practice Areas
Four interlocking domains, united by a single principle: intelligence should serve the mission — not the vendor's cloud bill.
Real-time threat detection, multi-agency situational awareness, and automated incident response. Building the Internet of Public Safety Things (IoPST) — interoperable sensor ecosystems that put the right intelligence in front of first responders, at the right moment, across agency boundaries.
On-premises AI across thousands of heterogeneous sensors — cameras, environmental monitors, industrial instruments, access control. Zero cloud dependency. Air-gap capable. Protocols: MQTT, Modbus, OPC-UA, LoRA, BLE, and beyond. Your data never leaves your environment.
Zero-trust mesh networking and encrypted multi-agency data sharing — activated only for the duration of an incident, then revoked. No central data silo. No single point of failure. Decentralized, post-quantum-ready architecture built on open, auditable protocols.
LLM-driven workflows, multimodal data analysis, and persona-specific AI assistants for domain experts — firefighters, investigators, security operators, engineers. Vendor-agnostic framework design with proven 99%+ pipeline efficiency gains. Dev/Ops AI split for cost-controlled local inference.
How We Work
Rapid prototyping grounded in research discipline. We don't just design — we build and validate in real operational environments alongside the people who depend on the technology.
Deep user needs assessment with operators, first responders, and domain experts. Understand the mission before touching a line of code.
Functional systems deployed fast. We build with open-source best-of-breed components — no proprietary lock-in, no black boxes, nothing you can't inspect.
Iterative refinement in live operational environments. Quantitative performance metrics, real user feedback loops, documentation built for scale.
Open architecture, always
Systems you can inspect, extend, and own outright. Zero vendor lock-in.
Data stays on-premises
Sensitive information never leaves your control environment — by design, not policy.
Research-grade rigor
Bell Labs discipline applied to real-world deployment constraints and mission requirements.
Ethical AI by design
Privacy-preserving architectures, bias awareness, and compliance-ready implementations from day one.
Track Record
25+ years of applied research translated into operational systems — from federal grant programs to deployments trusted by first responders.
Designed and deployed sensor-fused AI platforms at high-density public venues, enabling real-time multi-agency situational awareness. Technology validated through active-shooter exercises alongside federal researchers and first responders. Recognized in Gartner Hype Cycle for Public Safety and Law Enforcement.
Built a vendor-agnostic agentic AI platform transforming the gold-standard fire safety materials database into an intelligent workflow engine serving five distinct professional personas — firefighters, investigators, protection engineers, researchers, and manufacturers. Phase 1 achieved 99.83% token-efficiency reduction. Live demonstration: UL Fire Safety Annual Summit, Chicago, June 2026.
Competing in the Army xTech AI Grand Challenge with automated data preparation, verification, and validation capabilities — addressing one of the most critical bottlenecks in deploying AI for defense and intelligence missions.
AlertTwin platform piloted at a nationally recognized first-responder training institute — integrating camera analytics, multi-sensor fusion, automated drone-assisted response, and federated multi-site collaboration with zero cloud dependency. Validated by 7,600+ annual trainees.

About
For over two decades at Bell Labs and Lucent Technologies, I worked at the frontier of what was possible in signal processing, multimedia communications, and AI — as a Distinguished Member of Technical Staff, accumulating 9 issued US patents and shipping innovations that drove over $30M in commercial value.
I founded Setlurs Inc. to apply that research discipline to the problems that matter most: keeping people safe, protecting critical infrastructure, and enabling the organizations doing both to operate smarter — without surrendering sovereignty over their data.
I'm a passionate advocate for the emerging Internet of Public Safety Things (IoPST) — the convergence of AI, IoT, and interoperable communications transforming how communities detect, respond to, and recover from threats. I build cost-effective, open-source solutions where sensitive information stays on-premises, following best-known security practices. Hackathon winner. Open-source advocate. Still learning something new every week.
